Here is a very nice example of a seal padlock. See another example with more details listed here.

A rare automatic seal padlock. This brass and steel government lock takes a paper seal which is punctured with holes when the lock is opened. The lock is in excellent condition. The padlock is mechanically perfect and comes with an operating key. The lock is well marked both front and rear. It appears to be made by Ferret which is probably a French company. It does not have any damage, just small dings obtained in normal use. SIZE: 3.75"w x 4.5"h x 0.75"d. 1.1 lb. - eBay (10 Feb 2010)

This padlock had a high bid of $22.02 (Plus $5 Shipping) but did not meet the reserve price.
